The trick is making the momentary contact Arcade buttons operate a rocker on off switch or relay. I added a micro switch to the back of a coin reject button for my Arcade Controller mod. It became the select button for PS2 games. The same idea of a single micro switch or an on off Arcade Button could be done.

If the buttons were just shallow plungers and you modified one of the flat style wall switches so it was recessed further into the box that would work. Then you wouldn't have to worry about running afoul of building electrical codes.
