Controllers and most console accessories (excluding items like the 32X, etc) are completely region free. In this case the controllers will work fine.

To play NTSC (NA) games on a PAL (EU) console you will need to mod your console, its simple and easy to do. Some games will work without it, but games that came out later in its life will require a mod.

Surpringly US SNES controllers have to be modded to work on PAL SNES.

I think that might be the only one with an internal difference. The only other that comes to mind is TG/PCE controller plugs being different. Genesis/MD are the same I believe.

"The Dreamcast Gun (official) is a light gun that was made specifically for the Dreamcast; however, it was released only in Europe and Asia, where it is the official light gun for use. Basically, any gun would work with any region console hardware wise. So it's not region-locked per se, as it's a pure software lockout.
