Controllers and most console accessories (excluding items like the 32X, etc) are completely region free. In this case the controllers will work fine.

To play NTSC (NA) games on a PAL (EU) console you will need to mod your console, its simple and easy to do. Some games will work without it, but games that came out later in its life will require a mod.

I'm pretty sure only the Dreamcast's official Sega branded light in region locked.

Surpringly US SNES controllers have to be modded to work on PAL SNES.

I think that might be the only one with an internal difference. The only other that comes to mind is TG/PCE controller plugs being different. Genesis/MD are the same I believe.

I know the Japanese light gun is, I thought the US & PAL were region free.

Wrong on both counts I believe.

My understanding is that most NTSC/U American shooting games Don't support any gun due to the Colombine "sp" incident.

NTSC/J guns do work on a PAL Europeran system.

Not quite it either.

"The Dreamcast Gun (official) is a light gun that was made specifically for the Dreamcast; however, it was released only in Europe and Asia, where it is the official light gun for use. It works on American consoles, as all Dreamcast peripherals are region-free. American gamers could either import this controller at inflated prices, or choose from two third-party controllers released for the system. However, the Dreamcast Gun was purposely disabled for use with American games. This was an intentional move on Sega's part, who were worried about bad press after the Columbine High School massacre. Instead, Mad Catz released an officially licensed light gun in America, which does work with Sega's US gun games. The official European and Asian Dreamcast Gun does NOT work with any American games, and vice versa."

Basically, any gun would work with any region console hardware wise. So it's not region-locked per se, as it's a pure software lockout.
