Okay, so here's my beef:
It's supposed to be some incredible World Tournament. It's such a significant event that evil drug dealing, smuggling, mean-as-shit organizations like Sin and Shadaloo are constantly involved. It's something that people like Ryu and Sagat spend their entire lives participating in. World Governments pay attention to the World Tournament.
So why the hell isn't it funded?
Why is every level something where two world class athletes are fighting atop a park bench? Or in a public bathroom? Or in front of some drunk Chinese dude at 3 o'clock in the morning.
Something about Street Fighter that bothers me.

Maybe now Nintendo will acknowledge Metroid has a fanbase?

World Tournament: Rules
1. Don't talk about World Tournament.
2. Don't talk about World Tournament.

of all the contrivances in the SF universe, this is the one that bothers you?
Re: Something about Street Fighter that bothers me.
You know that's a good question. What the hell?
Its almost like the combatants are set loose in the world, and they just kinda have to hope they run into each other.

Good point though!

I play a King of Fighters game and there are a couple 'park bench' levels but you usually get a sense that this is an event that people give a shit about. KoFXII in particular had some epic levels where the masses were definitely gathered to...you know, pay attention.
But with SF, only the knowledge I gained from reading the character descriptions in the manual for Street Fighter 2 Turbo for the SNES keeps me from thinking that the guys on screen are anything but two agile hobos fighting over a sandwich.

M. Bison was killed by Akuma flying in out of nowhere to banish his soul to hell. (Ignoring Street Fighter IV, that game butchered what semblance of a plot SF had).
Rugal put up a hell of a fight before he died.
Therefore yes, Rugal>Dictator
