Ok, I recently bought a copy of Jet Grind Radio and i slid it into my DC and it goes to the sega logo screen turns white for a second then retreats back to the menu screen. Every other DC game i own works without problem. I should also mention that the JGR disc is in great shape with minimal scratches.

No, i bought it at a used games store and no i don't play burnt games

Odds are whoever had it before you did, though. It sounds like your laser is wearing out. Happens to the best of us.
First, try cleaning the laser with alcohol and a very soft q-Tip. Don't push down, just be gentle.
Second, google how to pot adjust a DC laser. You might be able to get more use out of it.

Yeah Ive tried the Alcohol and Q-tip method with no success. Could the calibration fix the problem for good?

It doesn't really matter when your Dreamcast was manufactured, it's a myth that some don't play backups. All of them can.

I wanted to throw my hat into this. It always sounds weird to me when people blame it on a laser going bad. As most cases it seems to be one game just not responding....
I myself had this issue with copies (yes more than one) of NFL Blitz. All my burns work without a hitch and all my legit copies run uber smooth I don't even hear the laser having to work at all with them. But I bought a copy of NFL Blitz and it did this same thing where the game would boot up then go back to the menu screen. I took it back figuring the disc may have become corrupt and grabbed the other copy on the shelf, brought it home and....same thing.
I have a feeling it is an issue with these GD Roms and maybe the differences in the Dreamcast models.
