Recently I purchased Rise of the Dragon for the SEGA CD. I checked the disc out, looks flawless, popped it into my SEGA CD model 2 and gave it a spin. Game plays well, I can move all over the map, talk to people, use items, etc. However, when I try to access my computer (in the main character's apartment), the game hangs up when I play a video messages. Initially there are three. Once message from the mayor, one from a used car dealer and one from a woman. The mayor and the woman's messages play the audio for a few seconds, then the audio cuts out and their talking head just moves as though it is still talking. None of the control pad buttons do a thing, so I have to restart the console. Meanwhile, the car dealer ad plays fine and will return me to the game with no problems.
My question is, is this a CD glitch or perhaps a hardware problem? I've noticed Rise of the Dragon (a very cheap game price wise) has two versions of disc art:

I have the first one, with WELCO METOT HENEX TLEVEL on it. Perhaps I'd have better luck with the black disc? My SEGA CD has been finicky in the past. Occasionally it won't start up with the Genesis, and it has restarted itself during play, but only when I play Sonic CD or Ecco and it rarely happens.
Thoughts? Maybe somebody has experienced this glitch or had their SEGA CD act wonky with other games.
