I made a topic on digitpress about this
Sorry if it's badly written i suck at english plus i wrote this on the spot

Seriously SELLER BEWARE OF PAYPAL!
With new policy!
you will get scammed over 2x total value of your Sale & not be payed back!
Seriously this is the worst compagny ever
I hope they all die of a RARE DESEASE!
they are fucking scammers , that play with your money , & your bank account,
& most of their ACT WILL FOLLOW YOU during 4 years as ''bad credit!''
Here's my story:
Im selling a Like new DVD
I don't mention the cords comes with it i say ''MINT DVD PLAYER'' only with box
I assumed in 2007 that the 99.9% of population has either a 120volt generic plug & Rca cables (to my surprise.... Not everyone..... maybe he was from africa or something & Maybe his electricity is powered by a Hamster...)
Anyways heres the deal
I sold the unit
He payed me right away
Lowered the price on shipping so i lost 20 to 25$ on total
of my $
He received it
then waited maybe 1 week later
He wrote to me not as described.....
Missing 3 wires Nah can't accept that
Bang he decides to Put a CLAIM against my ass!
(because yes NOW you have the power to do so )
& like that he frozes 275$ automaticly of my acct (so my balance was 300$) now im at like 25$......... until They decide where the money goes...
I then tryed to ask him Drop the charge & im gonna send you any cables they had in the box
Then during that time He calls his ''credit card'' he says HEY.... i have a 275$ bill here i never autorised it BOOYA (it's gone)
so he got his 275$ back.. + remember he has my DVD STILL.
Then during that time im still in a Dispute with paypal
so basicly he could Win 900$ worth of Items without moving his ass
& also he could send me a BAD feedback for that
I think this is the worst Act of Fraud i have been a part of
I didn't know until now you could do such things....
So if you don't like what you buy guys
you have 45 days to FROOZE your seller's money & threat him & probably get your money back & have free stuff
& make sure to Call your credit card compagny & say it was un-autorized
that could work
WAY TO GO EBAY & PAYSHIT!"
& the worst part is....
They can play in your account freely
they don't care about you
they can charge you what they want when they want as long as your with them
I got 87 100% transaction to this date on ebay ,
& maybe an other 80 something on forums & everywhere.
I think this is the last time im gonna Accept or use ebay's Pal paypal & eshit
it's gonna be money orders & huge delays for every single of them
Be careful guys!
Just be careful!
this is only 1 of the 1000000000000 things they can do to you
& this happens when im trying to save to go back to school!

I've had a chargeback before and claims against me.
I've lost probably $100 in total over the years, but it's a small price to pay for the overall business I do with their service.
On the flip side, I had somebody break into my account, send $500+ to another account for a "motocycle helmet".
Luckly, Paypal was very helpful taking care of that issue.
That said, I really hope Google's system catches on and somebody steps up and pressures eBay to allow Google Checkout as a payment method.

The key is to never tie PayPal to a bank account or a credit card account. I also thought that chargebacks were against the PayPal TOS you have to agree to.
I agree that PayPal is truly problematic. They effectively attempt to operate like a bank but without any of the protections that banks normally have to arrange for. I wish PayPal had remained a simple credit card processing service and not tried to become something so much more problematic. Heck, if you don't have a PayPal account and have a refund issued to you over PayPal you have to pay them like $6 to get a check.

Don't you have to have one of those accounts tied to Paypal to be a verified seller?
Also, it is against the TOS, but that doesn't stop you from doing it.
You may get your money back with a chargeback, but you may also be banned from the service.

that happened to me once, i shipped a item, paypal asked me about it (funds already taken from my account) and before i had a chance to prove my case i lost and couldnt fight it anymore.
anyways i love paypal, its just with any business you have to take a loss sometimes. if you run a store you employees and customers will steal from you. have have to account for that and see that you make profits even if your stolen from.
anyways these are my rules
1. do not sell to africa, ive seen so many scams come out of africa that it is too dangerous to deal with. i get email all the time with fake paypal and amazon "ship it now" emails to ship things to africa. i check my accounts and nothing was ever sold.
2. get delivery confirmation. you supply delivery confirmation and a reciept you will get your money back (so you should) if you dont supply delivery confirmation to paypal they cannot fight the credit card company for you. a simply "i shipped it" means nothing, even if you have 150,000 positive feedbacks on ebay.
3. for international orders at least save the reciept, better than nothing. if it is something small and expensive express mail service can supply you with delivery confirmation #.
4. if you cant take the loss dont sell on ebay, shit happens, it sucks but be organized at least.
5. if you do money orders only be prepared to have alot of people buy stuff on ebay (you payed all the listing fees and final value fees by now) and them never having the energy to actually send you anything. doing money orders only will dramatically reduce the chances of you selling the item and you will end up losing money permanantally because you paid listing fees. trust me it all adds up at the end of the month. ive had 300-400 dollar ebay bills (of course i made out well). you pay listing fees if you sell the item or not, it doesnt matter.
6. my favorite game of all time is Nude Barbie on my Nester NES Dreamcast disc.

Other than Nude Barbie, that is some STELLAR advice. I had learned many of the same things through trial and error when I sold my massive game collection 5 years ago.
I usually sell items for 20-30% more than others on eBay and I think it's for 2 reasons.
1) I'm a professional graphic artist and I can make my photos of actual items look absolutely perfect on a nice white background with soft natural shadows. hahaha
2) I am always promoting that I am fair on shipping price and will combine shipping costs for multiple items. If I sell a few similar video games or comics I ALWAYS have at least 2-3 bidders trying to win several items at once, it drives up my final selling bid whether they win it or not and I make more money than the people who lie about shipping.
