1) Will they play NTSC-U games just by cutting the tabs (like modding an American one)? I don't see a reason why not.
2) Can they be modded to display RGB? (Edit: it would seem that the early ones can be modded and may not even need a booster circuit)

That is a guide I made while region modding one of my Japanese N64s for US carts. The principle is the same for US N64s for Japanese carts (though someone in the comments section doesnt believe it).

Keep an eye on this Japanese Ebay seller. He regularly sells Japanese N64's that have been modded both to output RGB and also to play USA versions of games. I think he usually sells them for about $60 which is a fair price imo.

I just ordered an RGB + US/Japan modded Japanese N64 from the Uk. Came rather expensive (60 euro) with postage but probably better than blindly buying an NTSC console and hoping that it's RGB moddable.
