To make it work, you need a 360 wired controller.
I don't have a standard 360 wired controller. I do have this, though, which is wired:
Can I use that to serve as the wired 360 controller, and then use the adapter to hook up my PS2 Arcade Stick (HRAP2) to the 360? Does anyone have the adapter and the same equipment I do and would be willing to test?

from the looks of it, it should work.
It appears the dongle bit uses the xbox360 controller to merely hijack its authentication code so the 360 thinks it's a legite controller. Then it injects the PS2 inputs into the xbox controller's messages.
This means that all you need is a wired controller that can authenticate and transfer the correct messages. And seeing as your 3rd party pad does this (well it should if it works on a 360), then it should suffice.
Note Microsoft holds a patent on their controller designs (both wired and wireless), and they license out the ability for 3rd party manufacturers to make controllers (this includes wired). MS also isn't afraid to sue over it (ask Datel of UK who got sued). This device, like most controller conversion devices, don't sell that well really and lack a large profit margin to warrant getting the license. So instead they probably hijack the required authentication from a legitimate product... thusly stepping through a bizarre legal loop hole, so as not to get sued.
But that's just my thoughts, don't hold me to it.
