You said you used different power cords, but have you tried different av cables?

There is a little black switch that rides up against the edge of the disc when it is seated on the spindle. It kind of acts like a brake to stop the disc from spinning when you open the lid and always seems to get hung up on the disc when you insert a game or movie. Try fiddling with that little switch (keep your fingers clear of the laser if you decide to do this with no disc in the console.
I have a feeling this is causing the symptoms you described. Hope this info helps you to repair your slim PS2.

I did a bit of further research on the problem and found these two sites which may shed some light on the problem and how to fix it. It looks as though what you are experiencing is quite common with the slim.

Just bought this multi meter - not very familiar with them.. How can I test fuses with this sucker?

if the meter registers more than two or if you don`t get a reading at all than the fuse is blown.

I don't see anything specificaly for continuity either. Set the meter to one of the higher Ω settings in the bottom left. It doesn't really matter which. With the leads untouched it should show infinity or something to indicate that it's really high or something. Touch the leads and it should go to 0. Then touch both sides of the fuse. It should go 0 or very close. If it stays at the infinity/high setting, then nothing is going through the fuse and it is toast.
