I was reading up on something for the Genesis and came across a cart title of "Blockbuster Game Factory". What the hell is this?

Doesn't give much details:

Hard to find, definately a must for your collection. These were used by Blockbuster as a "blank cart" that was to be used for loading and re-loading games. I haven't seen any listed on eBay in a few years.

I don't recall ever seeing games on these kind of cartridges and I did rent a lot of Genesis games back in the day.
