That's just an iron-on transfer. That thing was probably ironed on by a child in a Taiwanese sweatshop.

This reminds me of bootleg Chinese products that have both Mickey Mouse and Bugs Bunny on them.

I also like how it appears that the picture of Mario is from Sunshine with Fludd edited out. You can still see the massive Fludd straps.
