So I just got an import PAL Toshinden 4, (complete 1st edition for about US $1.50 no less,) for Playstation 1.
I tried to run it on my modded NTSC Playstation, and although I'm getting sound alright, I see no picture. I checked the wires to make sure they were all snug and even inspected for any frays and everything checks out OK. My PS has no problem playing CDrs, but then again, I haven't used the darn thing in almost 10 years. Also, I think the laser is going bad because I have to set the unit on it's side to actually get the laser to read the CD properly..
Any suggestions from anybody out there who knows a little about Playstation importing/modding? Is there something I can do to get the video to come in, or is it just a consequence of playing a PAL on an NTSC region console, regardless of a mod chip..?

You'll need to rip the game and apply a PAL>NTSC patch, otherwise the game will cause the system to spit out a PAL video signal. Before I obtained an actual copy of Loaded for PS1, I tried downloading a burn. It turned out to be PAL (but was not labeled as such) and it would launch in my modded PSOne, but the picture would roll on my NTSC TV.
There might be other ways around it, but that's my experience anyway.

I've successfully got a PAL game to run on my chipped PS1. As far as I know, there's no way to get a retail disc to work. I had an image that I download and ran it through a program that would make it compatible for NTSC. I forget the name of the program, it was a while ago, but I was able to get the game working so I hope this gives you some incentive. I'm pretty tired right now and was about to get some sleep soon, but maybe tomorrow I'll try and hunt down that program for you (if you haven't already found a solution).

PAL games should work on your chipped NTSC console without any issues, if your TV accepts the PAL signal (As the console runs at the freq of the game), if not as said, you will have to burn a patched version.

I converted PAL PS1 Little Big Adventure using the patch tools at the link.
Just a little screen cutoff Top and Bottom of screen and worked beautiful on my NTSC PS1.

Thanks a ton for all the help, everyone.. Just for kicks and giggles, I'll try it out on a standard TV, and not my HD like my previous attempt, (although I doubt it'll make much of a difference.) I found a patched Pal - NTSC copy of the game. It's late here on my end so I'll give it a try tomorrow, but I'll post back what happens. Thanks again for all the help!

I was literally just going to post that. It's called the No Limit Boot Disc. I've used that to force NTSC games to PAL on my PSONE so that they will work on my PSONE screen. That sounds pretty neat, it would be great for retail discs so you don't have to rip, patch, burn them.

I burned an ISO twice for the game: one that already came patched, and one I downloaded and patched seperately myself with the retail copy of the game I own. Both instances failed with the same result: The PsOne successfully boots to the black screen with the PS logo, reading 'Sony Computer of Europe'. After that, nothing - it just stays at that screen. I've never seen this happen before, but as I mentioned earlier, I'm almost sure that my laser is going bad.
I'll try the boot disk method next, and if that doesn't work, then I guess it's time for a replacement laser for my aging Playstation, (or a PAL system - whichever is cheaper.)
