I have looked for info on this for a long time too. I can not figure it out, but that was for a lot of 50. I think you can find 1 for $5 or less. I though about buying one just to have it, even thought I have no idea how to use it.

I'm pretty sure its just a memory chip that you can put in a japanese controller for the saturn to store button combinations. Theres different joypads you can use them for I think one joypads called a Fighting commander and ss pro commander. I don't think they're very rare though i've seen a quite a few on ebay going for only a few pounds or about five dollars. I havent seen many of the pads though.
I haven't slept for ten days, because that would be too long.
