Use spray paints designed for painting plastics such as Krylon or Plastikote. Take the console to pieces, put the electronics to one side.
Clean the case thoroughly.
Sand the case with a medium-fine grit sandpaper, 300 grit or something like that
Mask off the areas you don't to get paint on.
Apply a few light coats of primer, let it dry for a couple of hours.
Apply first coat of paint, let it dry.
Apply second coat, let it dry.
Apply a few layers of clear coat and leave it to dry, preferably over night.
If you want to have a really glassy finish, then you need to wetsand the clear coat starting with 800 grit and moving in 200 grit increments towards 2000 grit sandpaper.
Apply a rubbing compound to get rid of the scratches.
Then use some polish to get a glassy finish.

I would lightly sand it anyway, can't hurt.
By the way.... Krylon FUSION is amazing stuff. I sprayed my SNES with it and it looked amazing. I posted pics of it here, but I'm too lazy to dig up that thread.

Another thing I would recommend is see if you can pick up a cheap broken console to practice on. That way you can try out various types of paints and techniques on small spaces and see which one turns out best.

use a light green to paint the console itself. Then a darker green to make a pot leaf.
