MESS is always a good starting point for console emulation (particularly with relatively obscure or unpopular systems that don't have a thousand emulators already in progress).

And because work is always current, you can pretty much guarantee it'll work on a modern PC, unlike a lot of unmaintained emulators. With that said, it's intention is accuracy and not speed, so sometimes you need a beefier system than other emulators that go for performance.

from just reading over the list and not trying any of them the best seem to be:
Project Tempest
Virtual Jaguar
MESS
Atari 2600 Jr., NES, Gameboy, Genesis 1 and 2, Saturn, Virtual Boy, Gameboy Advance (with Supercard SD), Playstation (With Goldfinger), Nintendo 64, Playstation 2(modded), Nintendo DS (Fat) with Edge
