AWESOME deal! If you need another controller I can help you if you can't find another one... but really, that is very cheap for a NGCD I think. I wouldn't even sell it for that. It'd be a waste of my time.
For the long load times, most of the games from about 1997 or earlier are tolerable (think Playstation or Sega CD). Later games like Last Blade 2 are absolutely horrible and nigh unplayable.
Looks like you've got Samurai Spirits/Shodown 2, which is a sweet game. The other Samurai games are also worthwhile, as are the Fatal Fury games (including the King of Fighters games) and, to a lesser degree, the Art of Fighting and World Heroes games.
Windjammer/Flying Power Disc is a MUST BUY in my opinion. Twinkle Star Sprites is also definitely worth getting, although it's a bit expensive sometimes. Obviously the Metal Slug games are AAA titles and, while pricey, are MUCH cheaper than their AES counterparts.
Some of the shoot 'em ups are fairly expensive, but you should be able to get some of the Sonic Wings/Aero Fighters games for a good price.
I'm sure others will chime in with their opinions, but these are my recommendations for starting out a Neo Geo CD collection. Luckly, you can try before you buy with the Neo CD as it reads burnt discs without too many issues (although a lot of the games I've burnt do have sound issues and I'm guessing that they are hard on the disc drive).
