After awhile I ended up bridging a couple of those legs together. Mu PS2 motherboard now has the 3 legs bent and bridged together at the base.

I still think I can salvage the motherboard and possibly get this all hooked up correctly.
I need to go to radioshack and get something to desolder the bridge. It is a bummer though spending like 5 hours on something that turns into more work that may not even work out!
If you are thinking about a ps2 hard mod. You best be pro and have some de-soldering equipment handy. It is a challenge.
If I do end up scrapping the motherboard I will have 2x modbo 4.0 chips for sale.

The black chip above the mod chip is where the brain surgery takes place. =p
you can see i have 1 wire connected onto a leg. It is a mofo in the spot were you have to solder 3 wires in a row. It is so easy to loosen 1 wire when solding the neighbor wire.
I had them staggered from top to bottom at first. (worked ok) The bridging occured when I tried to solder all 3 on the bottom of the legs.
