Hey,
I'm not sure how clear I will come across, but I would like to compile a list, opinions of upcoming games with a retro feel. (also, if three or more users agree that a certain game listed doesn't fit that 'retro' criteria then the game would be knocked off from main list added to a side list...)
A format guideline to follow (to keep it tidy)
-Title
-Platform
-Approximate release date
-Details (text, vid, pics, etc...)
-Why it has that certain retro charm, and opinions.
There should be plenty of other games coming out 2009 that meets this criteria, please help me create a simple list ^^

Bayonetta -2 (one more and it's out)

I think this has all the ingredients to make a wonderful game with that 'retroness;' basically the modern day answer to beat AIs silly in style (reminiscent to Final Fight, Battle Toads, etc).

It is a spiritual successor to Guilty Gear. A playable demo was presented at AOU 2008. A pretty to look at 2d fighter with weird characters... sounds pretty retro to me (reminiscent to Samurai Showdown [?], etc.)
The King of Fighters XII

"KOF XII uses the usual 3-on-3 team system with each fight consisting on 5 rounds. However, the Tactical Shift System from King of Fighters 2003 has been removed. KOF XII also introduces the "critical counter" system. When a player lands a close strong punch as a counter, the character enters into a critical counter mode where the player has a short amount of time wherein their character can link multiple attacks together. Once the critical counter's time period has expired (signified by a green hit) the player can finish with a special move. Finally, there is also a "clash" system in place wherein characters who land blows on one another with matched timing, the engine will generate a 'break' effect and push the characters away from one another into a neutral standing. As there is not storyline, there are no default teams or team endings in the roster. Players are free to make whatever teams they desire." (Wikipedia)

Although this game has many modern fighting game mechanics it still appears to be very rooted to its past. (Reminiscent to KOF '95, etc)

Couldn't you say this about every game that comes out? Nearly every new game is some variation of something that was done in the past.

I'm not sure where I was going with this post (seems like I failed) but for me at least there are modern day games that 'feels' quintessentially retro.
Like when I played through DMC series I couldn't help but get a retro vibe from it (challenge, simple task oriented, etc.), so thats why I considered Bayonetta as being slightly retro. (so far one person disagrees, if I get two more I'll boot this off the list)
I wanna see where this post goes for a day or so... if it doesn't work out I guess I'll ask a mod to delete it. Sorry TT

This statement is very true (besides the point of Bayonetta being fun or not), and my original post is a very opinionated post (sort of like describing values I guess). What I consider to be retro has that certain simplistic charm, a definite challenge, and a game must definitely reminiscent to something from the past.
