Basically my three requirements are these
1) PC Compatibility is mandatory.
2) Not the expensive TE Stick and/or the HRAP 3 or basically anything with such price.
3) Japanese parts and button placement.

Kind of demanding without wanting to pay anything eh? Your choices are HORI EX 2 and the Street Fighter 4 SE stick . Both have Japanese style square gates but mediocre parts and everything else. You can mod them but it would be way better to build a stick from scratch IMO.
Good luck finding any type of stick for 360 right now as they are sold out most places due to SF4. My TE stick downstairs is guarded by 1000 Gundam don't even think about it.

Buy the Soul Calibur, Virtua Fighter, or Dead Or Alive Hori Sticks.
I have had the DOA one since launch of 360 and it has been solid as a rock and ran me only $60 bucks.

Actually i found the Hori Fighting Stick 3 in a local store at a good price ~50 Euros but does only half the job i want. I forced myself not to buy it lol. Yes GGPO and emulators on PC is cool but no SF IV since it's for PS3:(
