I don't know about the rest. But I'm pretty sure Starfy was never released in the West. Even games which did get sequels often didn't get them outside of japan due to poor sales, or in some cases did, but the developer went under due to continuing poor sales (as is the case with Cing).
If new traditional IPs such as these haven't been selling well for Nintendo, it doesn't surprise me that so many of their newer IPs are lifestyle games like Brain Age, Big Brain Academy, Wii Fit and Art Academy. Those games sell, so those are what they're gonna make.

I have quite a bit of nostalgia for Balloon Kid for the Game Boy and would really like to play a modern sequel. Perhaps the game can be brought to 3D.

Nintendo should definitely make a new or remake Startropics. I still own both of them for the NES. An HD startropics would be pretty cool on the WiiU.
