For the stores that have holes in game covers, can someone locally there talk to the Store Manager and get the straight answer?

Is it just the local Gamestop, District or a new policy from Corporate?

I went the other day. I only looked through the PSP section for a brief moment. I looked at about four or five games; both used and "new". No holes.
