That is a head scratcher. Maybe they've figured out a way to profit from the headache and bullshit. Can they charge a fee to the government to block a domain? Maybe they figure people will hop domain hosts more often which will give them opportunities? Hard to say.

This one's easy. Cosmetics are pretty commonly counterfeited. I'm sure they'd like to be able to shut down websites they think are selling fake product in a timely manner.
