First, it would not ruin your life if he tried to do this to you (unless, of course, a law enforcement official shot you accidentally...). Second, I think it is funny and sad that someone thinks he can be "famous" for swatting people. What a pathetic person. I would feel pity for him if he were not so malicious.

I would suggest, if this were to happen again, to call the non-emergency line for the police and tell them what is happening. Say you're playing a game, the guy threatened you, so on and so forth. That way, if he did try to go through with it, your local police are already aware of the situation. And if he was threatening your bank account, the same thing applies. Call them, explain the situation, and tell them you're worried about the threat.
Or the next time some punk kid tries to start talking trash, reply with a deadpan voice "That's nice, kid. I work for the FBI. Do you really want to continue this?" And hope he doesn't call your bluff...or work for the FBI. Seems easy enough.

I wonder if Microsoft has a channel where you can report this type of abuse, outside of their "ranking the online experience with player x" stuff. This guy isn't going to remember you two days later when their gamer tag is shut down (and at a minimum are at least heavily inconvenienced).
Seems like they finally shut down this Clerk guys twitter, he was constantly bragging about hacking peoples xbox accounts, shutting down their internet accounts, shopping with stolen credit card numbers, and of course very open about swatting people. Seriously how do these people think they won't eventually be caught. Cocky little bitch, and kind of sad people admire him. Look at the youtube comments on this
About registered phone numbers: here we just sign a single form and the phone company processes the paperwork itself, so there's no real red tape (at least for us).
And I'm sorry, but you have given away soooo many of your freedoms after 11/9 but you mind this? It's not like anyone can find out your number, they need a warrant from the police, which in the case of prank calls like these, makes sense.
