Have you ever thought about using a SCART to HDMI adapter?

Here's a video review of it.

Not wanting to complicate things further, but is the slightly faulty transcoder for sale? I have a friend that doesn't care about the streaking, but his TV cannot accept the signal off a Genesis and is in need of something like this (I think he even has an early model Genesis 2). I'm interested in debugging this enough now that I'll circuit test this thing start to finish just out of morbid curiosity. PM me and we might be able to make everyone happy...

If this works out, I'll finally be able to make use of my new (old) oscilloscope running the 240P Test Suite to compare signal output!

Sounds good to me. If returned I intend to sell it working or not.

Another possibility I mentioned, is my TV may be more tolerant of sync issues than usual.
Do you have a Panasonic around 27" like this one?

Not mine, but I have access to what might be the exact same TV.

OK. At the moment that's between you and him.

I'm actually only interested in recreating the problem, and then finding out why it does that and how to fix it, but I'm exccited to buy it for that reason. I usually don't have such a simple device to fix, or the device is easily replaced so I haven't yet had a chance to try out my new equipment. sp957 PM'd me about directly purchasing it from him. I hope all goes well so I can hook all my screens and diagnostic tools up to it.

I guess. He encountered different problems we didn't establish a connection between.

Mine were more specific in nature, the one has a dedicated topic here.
