I haven't gotten around to playing it beyond a few minutes of trying to build a robot, I just remember having to set up stats.
It does have an interactive fighting mode (akin to a slower Tales of... game) instead of a menu-driven one. It does support menus, but you're better off with real-time combat.

As for SHMUPs with XP... the ones that come off the top of my head are some Cotton games (Panorama), HyperZone on the SNES would upgrade your ship the better your score (akin to several driving games), and in a sense, your sidekick in Purikura Daisakusen (Saturn) would evolve with you (akin to action/RPG Monsterworld IV).

As a side note, Sigma Star Saga[/i] was almost horrible for giving you those slow ships in those maze stages. Using the same mechanics, having a short preview or choice of ship would have made it much more friendlier.

In the vein of Fighting RPGs like GH and RCR and SPvsTW, there's Mighty Final Fight
Villgust (the NES game based on the OAV) tried to be an 8-bit version of the Tales of... games.
Didn't Alissa Dragoon on the Genesis/Mega Drive use an XP system?
My scheduling skills have died of dysentery; I hope to visit at least on a monthly basis.
Still, don't forget to tip your waitress.
