It does have an interactive fighting mode (akin to a slower Tales of... game) instead of a menu-driven one. As for SHMUPs with XP... the ones that come off the top of my head are some Cotton games (Panorama), HyperZone on the SNES would upgrade your ship the better your score (akin to several driving games), and in a sense, your sidekick in Purikura Daisakusen (Saturn) would evolve with you (akin to action/RPG Monsterworld IV).
As a side note, Sigma Star Saga[/i] was almost horrible for giving you those slow ships in those maze stages. Using the same mechanics, having a short preview or choice of ship would have made it much more friendlier.
