Lack of 2D platformers is to be expected. It was the Dreamcast, not the Genesis. Everything was going for 3D.
Though I can't explain why there were still 2D fighters being pumped out by Capcom. Maybe because of the hardware being more geared towards arcade games so anything that was popular and still 2D found in the arcade would be ported or inspire development of that type for Dreamcast. Platformers were on home console, so developers would try to improve/change things rather than continue an outdated trend. Thats why you have the 3D Sonic Adventure(horrible game) and Rayman 2 rather than 2D sequels. People wanted to take advantage of the new hardware.
If you absolutely need to play 2D platformers on the DC, try emulation.
What I really wanted were more non vs beatemup, the scrolling kind that I found much more enjoyable than the endless amount of Street Fighters. All I can think of for Dreamcast beatemups is Dynamite Cop and mods for Beats of Rage. There has to be more, anyone know of others?

rayman 2 is the best platformer i ever played
like if sonic adventure and mario 64 had a baby and it was better than its parents in every way
if you want 2d get a saturn and play rayman 1
or mega man 8. or get 3do and play gex
okay those aren't that great compared to some classics..
but gex can climb on walls
oh i just remembered. Croc? what a shit game!!!!!! worse than Blasto, or Bug! or Gex 3. ah!!!!! all these bad memories made me cry
