Oh! scratch that on the Neo CD port.I'm almost 100% certain you can't get it on the neo cd. Otherwise I wouldn't have gotten it on the AES a few years ago. Also I can say from experience that the saturn suffers from some slowdown that isn't present in the neo version. Mind you if you can't grab the neo version somehow the saturn version is decent. Haven't checked the price of the home cart version in several years. It was pretty expensive back in the day and I'm sure it's only gotten worse.
With regards to slowdown, other than on Saturn, I've only played the MVS version at the local arcade, and it does slowdown from time to time if I recall. The game did look to push the hardware well in terms of visuals and elaborate large sprites, especially for its time. Slowdown is only REALLY noticeable on the Saturn, during Super moves and def during the final match against Fernandeath. The former scenario doesn't really affect gameplay at much at all as Supers are basically preset actions once executed.
