PS1 is the keeper, assuming nothing else to play the games for it.
At least in the US, it had a far longer and more successful run, and in turn a lot more games.
Obviously, if you're simply talking hardware, then the PS1 is the least "needed" on that list as the games are readily playable on the PS2, PS3, or emulation.

I'd also have to go with the PS1 if the PS2 and PS3 are unavailable. After that, I'd choose the Dreamcast.

I may be moving into a place that's about 1/3 the size of where I am now and will probably be pretty mobile. I currently have a Dreamcast, US Saturn, Import Saturn, PS1 (modded), PS3 slim and an NES clone.
I technically own a PS2, but it's been in the shop for several months while my friend slowly gets around to modding it. I have basically made the decision to sell it as soon as he gives it back. I don't have any games for it anymore and I don't think it would hold up well where I would be taking it.
I haven't decided on the NES clone because it's so small and you can literally find carts for it anywhere. However, I only have 3 games for it now and I doubt I will be buying new games very often after the move. At least for awhile.
I will probably be taking the PS3 with me because it makes an excellent all-in-one media center. Its PS1 capabilities are negligible as it does not play my imports.
So that really leaves me with a decision to choose one of the three: DC, PS1 or Saturn.
My PS1 library isn't as large as my DC or Saturn libraries, but it contains a few gems that would be difficult for me to part with. My Saturn library is the largest of the three, but a lot of games are fluff and I wouldn't be too heart broken over letting them go. I think that would bring it down to about the size of my Dreamcast library. However, even the DC group has some fluff which I could ditch.
I think that a downsized Saturn library would give me the stronger library if I could only take one of the three with me. So I think I have pretty much decided to it will be coming with me. I would still like to wedge either the Playstation or the Dreamcast in.

i assume you're just cramming stuff into storage or something and not outright selling... right?

I doubt I would be able to do that. My living situation would be that way long enough that I would just be better off selling what isn't coming with me. In that situation, I'd be looking at refining an emulation setup, possibly mobile PC gaming too.
A small, mobile, possibly "hostile" environment (you said a PS2 may not hold up) is probably not especially conducive to maintaining a game collection in good condition.
IMO, look into storing your stuff, even if it'd have to be with friends or family. Leaves open the possibility that your living situation isn't as dire as predicted (unless it's well established, like if you're enlisting/deploying), or perhaps rotating what you have with you if you leave stuff with people you visit occasionally.
I had to cut down on stuff multiple times growing up, always anticipating the next place we moved would be smaller/etc. It was always better than we thought it'd be.

Knowing your situation, I would still keep the PS2 if I were you, and just stick a hard drive in it. That way you don't have to worry about optical media. I could get by with just a PS2 if need be, especially with the import fighters and shooters available. Espgaluda and guilty gear xxac would keep me entertained for a long time to come.

Need FreeMCboot? I'll install it on your PS2 Memory Card for free if you cover postage both ways.

If you are going to be fairly mobile, just get an emulation machine. A laptop or PC will pretty much sort you would with PS1 stuff, most of the Saturn/DC shooters and fighters via MAME.
Bring your PS3 and stock up on downloadable PS1 and PC Engine stuff if you really want.
In other words... bring none of them.
