I mean, by technicality one of those Pong home machines would have to win. As long as you like Pong, it's a 1:1 ratio of good games.
But if we're talking consoles with more than a hundred games, then I think the Dreamcast takes it... I think. It's hard to say... we've forgotten alot of the poor titles such as The Grinch, Buzz Lightyear to Star Command, and Tomb Raider: The Last Revelation; some of the shitty PlayStation games bleeding onto the Dreamcast. But I think despite that the Dreamcast has the best ratio of a MAJOR console.
The NeoGeo Pocket Color probably holds the title for best ratio of good to bad games; I don't know a ton about the NGPC, but I can't think of any titles that could objectively be viewed as "bad".

Not bad, but bleh. The NGPC has mostly uninspired ports - outside of the Metal Slug and Sonic games there isn't much on it that I really enjoy (and those are just basically inferior versions of bigger games). Some have argued that the PSP suffers from this too (with handheld versions of God of War, Twisted Metal, Tekken, etc.), although I think it has a good share of original titles, too.

I think that approximating between the N64 and the Dreamcast is about right. I think a key factor for both of these is their first party support.

My opinion, out of the games I have plaved would be

By good, mean I had fun playing the game and kept going back and playing it again for a while. It means it was playable without any major flaws making it unplayable. The only bad game I played is Waterworld. So out of what I played, 7/8 were good, and according to me out the 14 games released (according to wiki) in North America, we are looking at 50% or more good with 6 games yet to be played.

I know I'm the minority here but I say the oXbox. Every cross platform game either preformed or had Xbox Live support. My PS2 collection is based on only exclusive titles where the Xbox had better exclusive titles.
Again, I'm not an RPG fan so that's why my Xbox vs PS2 library is almost 2 to 1 but again I think the Xbox Live option brings a lot more shelf life and hence a higher precentage of good games ...

I'm going to have to say Virtual Boy, with 14 games, and many of them still being fun to play, it takes the cake, waterworld is the only really shitty one i can think of, the others are just fun to play, especially vertical force
