i use http://www.theoldcomputer.com/ for older games. Has a very nice big collection as well as articles and other info. also has lots of pc abandon ware.

also been using http://www.romulation.net/ recently for NDS after http://nip.nds-roms.com/ went down

as for emulators http://www.emuwiki.com/ is an amazing resource for finding lots of information on hard to find emulators all in one place.

some others i have used in the past:
http://romhustler.net/
http://roms.zophar.net/
http://www.rom-world.com/

i've been to tons of websites and from my own experience, emu paradise is the best site for mame roms and sega cd/saturn/dreamcast isos, DGemu is the best for gameboy/color/advance roms, and emuparadise is good for everything else.

This is the one I use now: http://emu-russia.net/en/roms/

It's probably the best one I've ever used. It has a really simple layout and is easy to navigate.

snesorama is great. Their master list section is huge. If you like emulating Saturn, their Saturn Section is unmatched. There are many JP only release Saturn games there, but the catch is, most games are uploaded to File hosting sites like Megaupload or Rapidshare. Well worth it if youre in to that stuff.
