Perhaps all that wasted money could be spent on treatment of the disease. You know, to actually make a difference. Of course we would be employing more people who work for lower wages to actually save lives, so there is a downside.
Treating the disease just helps the existing addicts; we're still going to have new ones. Personally I think the only real way to get rid of the drug problem is if you get caught with drugs or selling drugs or associated with drugs in any way you get fed into the wood chipper. And at some point people would realize that we've fed a whole lot of people into the wood chipper and it wasn't a bluff and maybe that hit of acid isn't worth risking being fed into the wood chipper.
And even that probably won't work.
