this last boss fight is completely unfair and ridiculous. There is barely any strategy you can use and it seems to pretty much just rely on luck. I have probably failed at this 50 times now.
Does which ring you're wearing really make a difference at this point? I feel like if I wear the power ring I take too much damage from fireballs and if I wear the shield ring I'm not doing damage fast enough. Is this all in my head? Are they even helping?
I do have the "correct" equipment on so that's not my problem. The problem is that this boss fight is unreasonably hard given the rest of the game....

dear lord, finally got him....I was playing the PSP version if it matters. I'm looking up videos on youtube of other systems and I think PSP looks the hardest haha

Yep. It comes down to a certain degree of luck. It took me probably 70 tries. Feels good when you finally kick his ass though.

I know he was a serious pain in the SMS version... where he was also called "Dulk Dekt."

An update, finally!
Got through 2 of the bosses at Darm Tower (and had to level up to beat them)
Now on 17F after having to go back to 11F.

Just an FYI for those playing the PSP version - there's a very well-written and useful guide in the back of the manual. Don't miss it - it may be very helpful with some of the problems you are encountering

For real. That guide was amazing.
