They might be pandering to their comic book fans a tad, but you do need a hook with a series premiere. And to non-comic book readers, it introduces them to the "universe". Almost every show introduces a lot of characters right of the bat, and then slowly fleshes them all out. It's good story telling.

I haven't watched it yet, but continually hearing it compared to cop shows really is off puting.
