They region lock the game to prevent the small number of people that WOULD import those rf games from doing so, as the loss of those sales may dissuade a company from localizing the game, which would lose them all the sales that would come from the people that will buy the game if its localized, but wouldn't have if it was region free.
The people that would have imported a rf copy, but were una le to due to locking, will also buy the localized release (probably for cheaper)
The only sales they lose out on in localization are people like myself who have a j360, or people that have moddified systems, but they would have most likely imported the game already if they wanted to.

You know, the more I think about this, it really is pretty strange. Pretend for a second Cave and the 360 ports don't exist. Even then, there are a fair amount of shmups on 360 and Wii. Even the PSP and DS have a good shmup library. PS3, the most niche game-friendly console of this gen, to my knowledge, has only one traditional scrolling shmup release, Border Down. (There's Mamoru-kun and Gal Gun but that's different.) Considering that PS1 and PS2 are shmup powerhouses (the PSP can hold it's own too, speaking of Sony), it is pretty bizarre. You'd think there would at least be compilations or something.
On the other hand, PSN is a shmup goldmine, so there's that.

I totally have the Gal Gun limited edition pre-ordered! The game is hilarious. I have the demo for the 360 version. I can't speak for anyone else, but I've never heard the PS3 described as "the most niche game-friendly console of this gen" (or anything even close!). With the exception of Nippon Ichi, I really don't see it. That title would go to the Wii all day long for me.

Hmm. I don't know if I could pick as I don't know every game on every console. But the Xbox 360 has a ton of niche games in Japan. Most of which do not make it here. Wii has niche games and many that actually make it to the west. Why would they port their games to the PS3 when their extremely small but dedicated fan base already bought 360s? The games do not have mass appeal so there is no need. The next DoDonPachi game is not going to sell millions or even hundreds of thousands of copies if it is released on the PS3.
