There's no room to put one in there. A HD will be less permanent than a memory card as there are moving parts that will fail sooner.

If it's an earlier version of it, then you may be able to solder an IDE cable to the motherboard and remove the optical drive in order to fit one internally. There's also a kit out there called the PS2 HD Pro that includes a replacement bottom shell with a place for a HDD (seems like it includes a modchip as well?). I dunno, just what I can see with some Googling.
Possible, yes, but probably more trouble than other things you've considered.
Sort of as an aside, no single form of storage is going to be a "permanent" solution. It's all going to fail sooner or later. The really nice thing here is that (most) modern saves can be backed up to other devices.
