I'm looking for more of a permanent solution. Would it be possible to put a HDD into a PS2 slim?

There's no room to put one in there. A HD will be less permanent than a memory card as there are moving parts that will fail sooner.

If it's an earlier version of it, then you may be able to solder an IDE cable to the motherboard and remove the optical drive in order to fit one internally. At least, that's what I've seen examples of people doing.

There's also a kit out there called the PS2 HD Pro that includes a replacement bottom shell with a place for a HDD (seems like it includes a modchip as well?). I dunno, just what I can see with some Googling.

Possible, yes, but probably more trouble than other things you've considered.

Sort of as an aside, no single form of storage is going to be a "permanent" solution. It's all going to fail sooner or later. The really nice thing here is that (most) modern saves can be backed up to other devices.
