Like the others have said the Saturn seems to be the best choice of all the systems you would like to get. I would suggest other systems but it seems you have them already. The thing with Saturn is that it is probably one of the hardest to find games for besides oddities like the 3DO and such. I know I've only seen complete copies of saturn games in stores once or twice but have always seen NES/Genesis games in store.
Honestly though if I were you, it looks like you've got quite the stable of game systems already. I think it's about time to collect more games.

To be honest, most of those systems you've listed can really run your wallet burn.
Saturn hardware can be fairly cheap if you look in the right places, but most of the games worth owning I've found usually go into the 30-100$ range.
I would recommend a PCengine, just because games are slightly cheaper, but hardware is more expensive, about 80-200$
Have you considered getting a Sega Master System? Hardware's about 20-50$ for a model 1 SMS, games typically go for 10-30$ and there are some pretty cool hidden gems on the system. You can also get a third party Master System converter from Tototek for the Sega Genesis for about 20$ or so if I remember correctly.

Remember this: I don't seriously collect games. I'm gonna pick up the best titles that are cheap and MAYBE one rare game.

^If that's the case, don't get a Saturn, TurboGrafx, or Neo Geo.
You might just want to get some of the SNK collections for PS2 (and a PS2 if need be) - those will let you play the best Neo Geo games at a decent price.

The problem with that is I collect systems. I collect a few good games, I mean look at my genny collection. It's not close to the complete collection of games but I have mostly good games or games SO SHITTY they are good (shaq fu ftw)

older systems would be easier and a lot cheaper to find in the wild. Atari, Intellevision, Coleco, Odyssey 2, etc.

My parents are willing to shell out 100ish (late BDAY president because I wanted a Saturn kinda)

find a good deal on a saturn along with saturn games, if you do get one.
The saturn can be meh if you dont have any of the better games. I think its happened to some here, they are starting out on their saturn and give up when it takes too long or dont find any games for it.
The problem is the better games cost more $$$.
You may have to get by with just the saturn games disc only, while eventually getting CIB ones.
A lot of people here have modded saturns or imports. They are the cool people
