When you had it apart, was the gear shaft assembly solid as one piece?
I didn't see a new pic...

What do you mean by solid as one piece?

EDIT: Also, some of the gears on the small metal rod seem to slide up and down the rod. Are they supposed to do that?
Okay, I dragged a pic from the R.O.B. Mod and Repair Guide over here to avoid jumping back and forth. You can see how all the pieces and different color gears are set in the housing. The two white gears connected directly to the arms slide loosely on their small metal shafts.

The long Horizontal shaft in front should basically be one piece with no gears slipping or sliding down the shaft. Take a close look where I put the beige colored glue on the clutch clip gear to the right. As a preventative measure I dabbed brown non sticky wheel bearing grease on all the gear teeth.

Ah. Well, on that rod, the Blue gear off to the left slides. As do all the ones on the right, save for the end piece. However, the gear that slides up ROBs Neck, which moves him up and down, doesn't slide past a certain point due to some kind of stopper on the rod.

The blue gear sliding down the metal shaft may not be good. Does it freely spin on the metal shaft? If it does, check to see how it works in relation to the other gears on the shaft. I can't remember if it should freely spin or not, but the end result is all gears should lock together when assembled. Scrutinize how it works to determine if the blue gear spins freely of the shaft or not. Either way it should still lock solidly with the other two gears it is meshed to.

As for the neck gear, it should not disengage from the neck toothed track or spin independent of the metal shaft. A little sideways sliding is okay as long as it stays engaged. As in the blue gear look to see how it operates, the neck gear has to be solid with the metal shaft.

In the case of the entire long horizontal gear assembly, the clutch clip will have slippage in case a kid was to push down on the arms by hand. The clutch tends to wear out over time, the reason for the glue fix at the clip. After the repair, have care not to push the arms up or down by hand since the clutch clip is now solid.

I may have found the problem. The gear that moves the arms up and down the neck, when it's on the little stopper, is the gear to the right of it supposed to spin too? When I spin that gear on the right while the neck gear is on the stopper, only that gear spins. Could this be the problem?

Seems so, is the gear off from the neck track? The neck track and white gear as well as the shaft have to solid to each other. At the very end of the upper travel the slippage is okay since gravity will let it drop back to the teeth.

Can you post a pic with the cover off and all pieces assembled?

Looks like you need to glue that same clutch clip as in my pic.

I just noticed something new. Whenever I push ROBs arms upward (while he's upside down), the Neck Gear only moves. However, when I make them go down, all the gears move. Any idea what that means?

Its just the gears catching in one direction. Really, take that entire horizontal saft assembly and see if the clutch clips have too much slip. If they do, put the glue in it as you did the lower assembly for the rotation.

When your right, your right. I reapplied my glue and fixed him. Thank you SO much for putting up with me through this whole escapade. I really mean it. :)
