Here's a fairly lengthy list of 360 shmups:

No idea if it's complete. You'll have to click through each title to see if it's an XBLA release, import, or North American release. I had no idea that Twinbee was on Game Room.

Has anyone played that Kinect-enabled DoDonPachi? That sounds like quite possibly the worst implementation of motion controls imaginable..

Depends on how you look at it, as content is bound to both a console and a Live account.

Content is tied to one console at a time, and only able to be transferred every four months. With that, it can be played offline, and/or any profile logged into that console can access it.

In addition, however, content can also be used on any 360 while the Live account that it was purchased with is logged in on that console.

There's Plenty to find on 360 which may suit your style!

-Sega Ultimate Genesis Collection (if you don't have it on PS3)
-Sega rally Revo (if you don't have it on PS3 already)
-Samurai Shodown Sen (360 exclusive)
-Battle Fantasia (360 Retail exclusive at least here in the states)
-Capcom Digital Collection (360 exclusive)
-Wartech: Senko No Ronde (360 exclusive)
-Qubed: (360 exclusive and worth getting regardless of owning Rez on PS2 considering how dirt cheap this compilation can be found for!)
-Konami Classics Vol1 and 2 (both compilations are 360 exclusives)

If your open to downloading XBL titles then you have a wide range of titles to chose from noticeably a sizable catalog of shmup titles and SNK titles that are exclusive to the 360 like

-Trouble Witches Neo
-NGBC
-Garou: MOW
-KOF 2002: Unlimited match
-KOF 98: Ultimate Match

And lets not forget upcoming exclusive titles like "7sixty's" Phantom Breaker! :D

One thing to note on the region free shooters:

Espgaluda II Black Label is region free, the platinum release is region free, but the LE is NOT region free. Other than that, the other region free games (Futari, MMP/PS, Eschatos, Bullet Soul) are region free in all releases.

Dodonpachi Ressurection (which is PAL region) will also work on a US console.

There is no way to make a 360 region free while still allowing it to go online, so it is not worth it. There are very few games that are JP region only and still worth getting at this point.

If you have any questions about the shooters, I have imported and played them all personally, so just ask :)

The 360 may be tanking, but I love the system. It really is a retro fan's dream, especially when it comes to shooters.

As in not doing very well in Japan, which is where I would really want the support, since all the games I play are made by Japanese developers.

Not sure how it is doing here. I am way behind on the more popular 360 titles, I just keep up with the obscure stuff

-Sega Ultimate Genesis Collection (if you don't have it on PS3) Got it on PS3 (and most of the Genny carts
-Sega rally Revo (if you don't have it on PS3 already) Got it on PS3
-Samurai Shodown Sen (360 exclusive) interested
-Battle Fantasia (360 Retail exclusive at least here in the states) I've played it. I like it.
-Capcom Digital Collection (360 exclusive) maybe!
-Wartech: Senko No Ronde (360 exclusive) no idea. I guess I'll look into it.
-Qubed: (360 exclusive and worth getting regardless of owning Rez on PS2 considering how dirt cheap this compilation can be found for!) interested
-Konami Classics Vol1 and 2 (both compilations are 360 exclusives) interested

No idea about Trouble Witches or NGBC (what's that), but the other three are not exclusive at all! I'd rather have them on the DC or NG (which I've already had, in the case of Mark of the Wolves and KoF 98: UM). I always go physical over digital.

Thanks for the advice, though. Nothing really stand out, although Battle Fantasia is cool.

Good to know! Yeah, it did really do poorly in Japan. No surprise, even with some RPG (very little) and shooter support. The majority of good games are also on the PS3, so there really do seem to be very few games I'd want on the 360 aside from some shooters and other things (Fable 2/3). Definitely not a console I want to invest much in. I have about 30 original X-Box games, and I don't even know if there are that many 360 games I want.

Yes, I can download RSS, Ikaruga and Guardian Heroes... but why? I can already play those on my Saturn (RSS/GH) and Gamecube/DC. I much prefer the controllers on those systems over the 360 as well!*

*Except the DC. I'm not a fan of that controller.

-Well 98 UM (and 2002 UM for that matter) didn't come out on DC or the NG platform so yeah... (did get released on PS2 though)
- Trouble Witches Neo. It may be a bad example but think Deathsmiles.
-NGBC (Neo Geo Battle Coleseum) I'm sure you've heard of it. Think of it as SNKP's capcom fighting evolution (jam) but ACTUALLY good with a robust roster. Yes the game saw a physical release on the PS2 but SNKP went to great legths to enhance the XBL release with an impressive graphic filter for the character sprites, brand new additional battlegrounds, brand new artwork for the entire game, and arguably the the best netcode any SNK fighter has ever had for online play!

Yeah, there isn't too much of a reason to download the treasure games if you already have them, athough the "Ikaruga Mode" that you get from buying both is neat.

You can download Guwange though, which was never otherwise ported, and is such a great shooter for the $10 you pay. Not only do you get the original Arcade mode, you get the elusive Blue Label (A festival pcb of which very few exist), and a cool arrange mode exclusive to the 360. Its a must-have!
