At that time i was playing grand tourismo on ps1 and various games on the n64. I was very excited about the next sega console and lucky enough one of my brothers bday was coming up and one of the things my parents bought us due to easy shopping is a new game console.
I remember flipping through magazine articles at the grocery store about the dreamcast and what the machine can do. It was amazing at that time because the games on the Dreamcast weren't boxy polygons, but rather smooth and crystal clear unlike the past console.
But between the release of the DC, i wasn't really gaming too much because most game on the psx and n64 looks outdated and everybody i knew was just waiting for the DC, PS2, and the Gamecube aka Dolphin.

It was early 1999 when my family got a computer that could go online and an internet connection. I remember going to Sega.com and downloading "themes" based on Saturn games and making my own Sonic the Hedgehog fan site.
I learned about Dreamcast and slowly downloaded the Japanese ads for Sonic Adventure through a dial-up connection. Also, the Saturn wasn't long dead, so some games could still be found in stores IIRC. I got a Dreamcast T-shirt and counted down the days until I could play Sega's new console.
But honestly, I've never been totally "with it" in terms of new games. I was still happy to find used Genesis or Saturn games in stores, even if new ones weren't being released.

I spent most of my time playing my n64 (as I didn't have a Saturn at the time), and poring over magazines discussing the dreamcast.
One magazine in particular that I wore down quite badly was a big fat issue of EGM with several pages of preview coverage for Sonic Adventure. I was dying waiting for that game.

I just kept on doin' what I always do... playing the SNES.

I was happily playing Panzer Dragoon Saga
Yes there was Zelda OT on the N64 but I was one of the few which picked it up at my usual hangout VG store VGExpress. I knew the owner through regular visits, at the time I wasn't too aware of the game and its limit release but on one of my usual visits on a weekend in late 1998 I had about $25 in trades and yet there were nothing there that I was interested in and thats when he mentioned he had a copy of this very rare and limited release game.
I liked RPGs and I had played the first two and enjoyed them so I said why not, I ended up getting it and paying either $30 or $35 out of pocket. I have lost the receipt since so not sure
So yeah, 1999 for me was amazing as a sega fan specially with the news of the DC coming out

Who me? relentlessly playing Tekken 3, Metal Gear Solid, and Resident Evil 2. I pretty much spend most of my time PS1 games, but I do remember reading articles about the Dreamcast, and I was legitimately excited for the system, I even rented the Dreamcast that very same year and play Soul Calibur, Crazy Taxi, and Resident Evil Code Veronica, '99 was an awesome year for me.

I was Playing my Mega Drive (With the Master System converter, the UK released one with the red pause button, goddamn I wish I knew where that went) and buying Megazone Magazine up to the release of the Saturn. The price of The Saturn was absurd in comparison to what my parents would have spent on a console for me. By '99 I was all about the 64. Dreamcast wasn't even on my radar. I also played a lot of Warcraft 2 over dialup!
