Items you purchase are associated with your account. So if you get a new computer you download the client, sign in to your account, and kick off the game downloads.

You can redownload them. The way Steam works in that regard is that it's tied to your account. You can install Steam on as many computers as you want, and install your games to any/all of them. The restriction is that you can only actually log into Steam on one computer at a time. Some games even support both PC and Mac at no extra cost.

Steam also includes a backup feature. You can also make a copy of your library on an external drive or whatnot and copy them back to the drive and have Steam reactivate games instead of reinstall them (here) - not strictly a backup method, but it could be used as such.

no i don't live under a rock, i just don't pay money for video games, i usually just get the console and hack it then play burned or emulators.

I know no one wants to have another gaming morals discussion, but what you're doing is wrong and hurts the industry, plain and simple.
