You can redownload them. The way Steam works in that regard is that it's tied to your account. You can install Steam on as many computers as you want, and install your games to any/all of them. The restriction is that you can only actually log into Steam on one computer at a time. Steam also includes a backup feature. You can also make a copy of your library on an external drive or whatnot and copy them back to the drive and have Steam reactivate games instead of reinstall them (here) - not strictly a backup method, but it could be used as such.
