I can confirm DEX Drive works for WIN98 and WIN XP and you do need that Serial COM Port.
Not sure what kinda luck you will have under Win 7.

Have PS1 and N64 Dex drives, work great! Here is the PDF.

Well if running it in compatibility mode for XP doesn't work, Windows 7 comes with 'Windows XP Mode' which is XP in a virtual environment. It will surely work in that. I use it all the time to run programs that I can't in 7, such as HDA Dump and SNES Tool.

Only on Pro and above. If you have Home Premium, you're SOL.
