RGB and Component are two completely different video signals, it is not the same.
I think you misunderstand. The JROK Transcoder takes an RGB signal and transcode or convert the video signal to Component. It also has Composite out.
Yes, allows VGA signal, example Dreamcast VGA to Component. The purpose is to convert Console signal of 640x480 to 480p mode for TVs that do not have a VGA input.

I already tried the direct cable, doesn't work unless you like an off center purple display. Either transcoder, a Scart RGB European TV or go with S-Video.

Unsure on the Saturn how to switch Video format signals. A lot of other consoles have a region jumper pad that can be modified.
