Well, the CD burner you know... burns pits in the CDR reflective layer, the slower it goes, the better job it does of having neat stops and starts. This makes it easier for the console to read them, especially if its not 'supposed' to read them. So similiar to burners getting better and being able to burn faster and faster and still be readable, a newer burner going at a slower speed makes a better disc.
