Developers are typically on very tight budgets (often because of their publishers). Given how much single player content is often shoved aside in the interests of getting games out, I don't think it's really laziness. It's a move by the publisher and/or developer to attempt to deliver something as close to budget as possible with features most likely to be utilized. I like local play, too, but I recognize that it's just not as widespread as on-line play these days. It's more a casualty of modern changes in the game market.
