Yeah these devices allow you to download roms and load them onto floppys to play, but be aware they arent totally user friendly. It isn't as simple as that.
It uses onboard ram to store the rom files, and most of these have i think 32mbit?? (dont quote me on that) of onboard ram which means you cant load the bigger games unless you upgrade the ram. Also, obviously games with extra chips won't work with these (ie Star Fox, Doom, etc).
Another thing to note is that they wont load downloaded roms, you have to download the rom, then use special software that is basically DOS based, and do several things to convert the rom to a unique format for these devices, and also most games require you use more than one floppy, meaning to load a game you have to insert 2-4 floppies, load each one to the onboard ram, then you can play. Also another thing to note is if you unplug or turn the machine off, you will have to load the game via the floppies all over again, since its working with ram.

Say I got the Starfox cart, and wanted to upload it to floppy, would that work? Actually that's a good question, i've never actually used that feature on mine, I would assume it would work since it's not actually playing the game, only using the cart to make an image of the game. Last thing I should point out is if you decide to buy this, make sure it comes with the adapter to connect it to the snes cartridge slot. Its a cartridge like the snes games, but half the size and just acts as a pass-thru from the device to the snes, but without it the device is useless and they can be harder to find.
