They weren't beating him, they subdued him. He seemed to be uncooperative as well. They supposed to just let him go off because he doesn't want to be detained? The other cops there looked to be shielding the scene away from others intervening and the situation getting worse.

What I find very amusing is that they had all those cops for a one-legged dude. Look at how they do it in Norway (one of the coppers is a relative of a friend of mine, that's how I came across it)
