The rumor is that he was experimented on by the Iluminati, since he has the gem in his forehead. This could mean Gill or Urien will be in SFV.

I think it is more likely that he has an astigmatism.

The glasses are also flattering; so, he may just be wearing them for aesthetic purposes. (I think that they would be a poor fashion accessory for a street fighter...Crimson Viper and Johnny Cage also wear glasses, however; so, maybe they are actually really helpful when you are getting punched in the face.)
