I would uninstall direct X. I'd run a reg cleaner. I would reinstall direct X 9. I would erase everything related to SSF you have on the laptop. I would make sure all my drivers are up to date on the laptop. I would download SSF from it's home site. I would add the Saturn BIOS to its corresponding directory. I would secure a known good CUE/BIN of a game known to work 100% with SSF. And I would see how it ran then.
Whatever is going on, it's not SSF's fault. I've personally used that emulator on many different computers without issue. It's something wonky with your laptop's OS or drivers.

What is the most trustworthy reg cleaner? Also, should I use my physical copy of fighters megamix as a game to test it with?

Just be sure to uncheck any auto install add on software it might include (it shouldn't but bloat gonna bloat).
If you have a real Saturn disc, then yes I'd say that's a good test. Or rip it to CUE/BIN and try to load it like that. I want to stress completely nuking your SSF directory, redownloading it from the original site, and unzipping it into a clean directory, then adding an actual real Saturn BIOS. So, I did all theses steps, and I still get a blank screen
